Create, edit, and remove Dev Portal accounts, and control sign-in and per-tool access across the whole portal.
Creates the sign-in account if it doesn't exist yet, sets their role, and always sends a password-setup/recovery email.
Edit an existing account's role, active status, and (for developers) which games they can access.
