Shipped games: the catalog Codes hands out keys for and User Management assigns developers to. Separate from the Concepts the Game Tools work on, which can be many more than ever ship.
Adds it to the shipped-games catalog right away, so it shows up in Codes' game lists and User Management's developer checkboxes. Shipped games are treated as locked, so there's no rename or delete here.
Assigned developers come from User Management.
